Water History

Local pioneers first settled at the confluence of Quail and Cottonwood Creeks with the Virgin River. They subsequently relocated to Harrisburg and then Road Valley, which was later named Leeds. Road Valley had the advantage of many springs, more farmable land, and easier access to Quail Creek. Farmers carved out a deep canal which they called "Leeds Creek" to bring water from Quail Creek to the top of the town. There, it was divided into east, west, and center ditches, to the east (Stirling) fields, and to a settlement of Cornish miners over the hill west of the Leeds Valley which was taken out by freeway construction. These were measured by a wiring system at Silver Reef.

In the early days, residents of Leeds bucketed their drinking water from the irrigation ditches. They had until a certain time of the morning to do so, after which the animals were turned out to use it. In 1923 the Fifth Judicial District Court of Washington County, Utah, issued a judgment called the “Quail Creek Decree” which describes that Creek’s location, grants water rights totaling 43,560-acre feet to various entities and individuals, and describes the water as being of a quality suitable for “culinary, domestic, and other purposes.” Ultimately the water right was segregated for culinary, and irrigation uses, each managed by a private, shareholder-controlled company.

Continuing improvements to the irrigation system include a concrete sand trap constructed in the 1970s at the LWC diversion point where Quail Creek waters strike the east side of the canyon and in flood time carry a tremendous load of silt and debris. The sand trap feeds clean water into the canal clinging to the side of the canyon; in subsequent years the canal was also lined with concrete. The Silver Farm ditch was privately pressurized in the 1980s, and in 2005-06 LWC secured a loan to enclose the canal, Leeds Creek, and the open ditch along Main Street and fully pressurize the balance of the irrigation system.
